消费驱动的生活模式导致城市废物问题日益严峻，促使城市向“无废化”转变成为城市研究与实践领域的重要问题。论文梳理了国外有关“无废城市”的相关研究，首先辨析了“无废城市”的概念、内涵与相关理论，其次分类介绍了国外评价“无废城市”的指标体系，最后从如何引导、谁来买单、系统怎样、谁更有效 4 个角度，阐述了国外城市“无废化”实践的相关经验。 - 关键词：
“无废城市”；城市废物管理 ；评价体系 ；理论与实践 - Abstract: Consumption-driven lifestyle has led to the increasingly serious problem of urban waste, which has promoted the transformation of cities to ¡°zero waste¡±, an important issue in the field of urban research and practice. This paper systematically sorts out the relevant research on ¡°zero waste city¡± abroad. First, it distinguishes the concept, connotation and related theories of ¡°zero waste city¡±. Then, the index of evaluating about ¡°zero waste city¡± abroad is introduced. Finally, from the four perspectives of how to guide, who will pay, how the system operates, and which is more effective, it expounds the relevant experience of ¡°no waste¡± practice in foreign cities.
