乡村公共服务供给是支撑乡村发展的关键抓手，实践中却始终存在着供给有效性不足的问题。而进入城镇化中后期，乡村公共服务供给将面临更高的要求与更复杂的挑战。比我国更早面临相似挑战的日本，通过地域运营组织主导的“小聚点”营建实现了乡村公共服务的有效供给。文章以日本“川西乡驿站”聚点营建过程为例，剖析其公共服务有效供给的实现路径，进而回归我国城镇化和乡镇发展语境为乡村公共服务有效供给提供启示。 - 关键词：
公共服务；供给效率；供给机制；乡村社区；日本； - Abstract: Optimization of supply of public services is one of the key approaches to achieve rural revitalization, the problem of low productivity efficiency of public services and insufficient effectiveness have been existing for a long time. In addition, entering the middle and late period of urbanization will lead to higher requirements and more complex challenges to the effectiveness of the rural public service supply. Japan, which had confronted with similar challenges earlier than China, achieved the effective supply of public services by means of “compact bases” mode led by Regional Management Organization. Based on the example of construction of “Roadside Station of Kawanishi”, this paper analyses the realization path of sustainable supply of public services, then discusses the possible paths to improve the productivity efficiency of public services in rural community in the context of Chinese urbanization and rural development.
