- 摘要：
江苏特色田园乡村建设是发达地区综合性乡村建设行动的地方典型实践。文章通过对江苏特色田园乡村建设历程和特征的梳理，从理念和机制层面总结江苏经验。在理念上江苏特色田园乡村建设是基于价值挖掘的乡村地域功能重塑和基于集成行动的乡村地域系统重构，准确把握了乡村振兴的要义。在机制上江苏特色田园乡村建设构建起“组织 +制度”的管理运行机制、“专项 + 协同”的资金统筹机制、“规范 + 人才”的技术支撑机制以及“政府 + 市场”的主体参与机制，实现从要素叠加、维度累进到建设长效机制的结构性嵌入。基于江苏经验，认为乡村建设行动的要点在于塑造特色多元的乡村地域功能、构建系统高效的乡村建设体系、形成梯度有序的乡村建设格局。 - 关键词：
乡村建设行动；特色田园乡村；经验启示；江苏； - Abstract: The construction of Jiangsu characteristic idyllic village is a local exemplary practice of comprehensive rural construction action in developed regions. The article summarizes the Jiangsu experience from the perspectives of conceptual framework and action mechanism by analyzing the process and characteristics of the construction of Jiangsu characteristic idyllic village. In terms of conceptual framework, the construction of Jiangsu characteristic idyllic village is based on value mining for the reshaping of rural regional functions, and is a rural regional system reconstruction based on integrated actions, accurately grasping the essence of rural revitalization. In terms of action mechanism, the construction of Jiangsu characteristic idyllic village has established a construction action mechanism system that supports each other from four dimensions: management, funds, technology, and subjects, which realize the structural institutional embedding from element superposition and progressive dimension to the construction of long-term mechanisms. Based on the experience in Jiangsu province, the key points of rural development initiatives are believed to involve the cultivation of diverse and distinctive rural territorial functions, the establishment of a systematically efficient rural development system, and the formation of a gradient and orderly rural development pattern.
