停车问题作为民生痛点和高质量发展焦点，引起广泛关注。但当前停车治理主要关注政策制定和规划对策，对如何全面评价停车系统发展水平缺乏深入研究。基于停车系统发展引导方向分析，从城市总体、重点区域两个空间层面，综合停车供应、管理、效率、服务、协调及满意度评价 6 个维度，构建指标体系及停车指数模型。最后，选取无锡市开展实证分析，结果与停车实际状况相符合，验证了评价有效性。 - 关键词：
停车；评价指标体系；停车指数； - Abstract: Parking issues, as a focal point of public concern and high-quality development, have attracted widespread attention. However, current parking management mainly focuses on policy formulation and planning countermeasures, with a lack of in-depth research on how to comprehensively evaluate the development level of parking systems. Based on the analysis of the guiding direction for the development of parking systems, this study constructs an index system and a parking index model from two spatial dimensions: the overall city and key areas. It integrates six dimensions: parking supply, management, efficiency, service, coordination, and satisfaction evaluation. Finally, the model is empirically tested in Wuxi city, and the results align with the actual parking situation, confirming the effectiveness of the evaluation
