- 摘要：
大连作为东北地区的窗口城市，主动承担历
史赋予的神圣使命，预计到2010年率先基本
实现社会主义现代化。为了达到这一城市经
济发展目标，大连将以创建现代化国际名城
为引擎，在“大大连”建设中正在努力进一
步提高对外开放质量和水平，全面实施区域
经济协调发展战略的国际化操作对策，这将
会开拓出有别于相对封闭和完全开放的第三
种区域经济发展模式，进而带动东北老工业
基地振兴进程走上世界经济舞台。因此，在
国家大力推进东北老工业基地振兴的第三轮
战略开发进程中，大连市必须培植国际竞争
优势，选准市场经济主体；集聚高等生产要
素，发展高新技术产业；跟从世界经济潮流，
调整优化产业结构；完善科学决策系统，发
挥宏观调控作用，以求面向国内外铸就现代
文明城市品牌。 - 关键词：
建设“大大连”；对外开放；区域经济协调发； - Abstract: As the window city of the Northeast
region, Dalian should undertake the sacred mission
that history entrusts to in voluntary. It is
estimated that Dalian will the first city to basically
realize the socialist modernization by
2010. In order to reach this urban economy development
goal, Dalian will open up the third
kind of regional economy development model
that is different from the relative closing and the
complete opening, and then drive the old industrial
base of the Northeast to go onto the international
economic stage. So during the time
when the country is advancing the third round
of strategy development about the vigorous of
the Northeast old industrial base, Dalian must
bring up t he int ernati onal c ompeti tion
advantages, make an accurate selection of the
market economy subject; gather the advanced
factor of production, develop the new high-tech
industry; follow the international economic
trend, adjust and optimize the structure of
industry; perfect the scientific decision system,
bring into play the role of macro adjustments
and controls, in order to forge the brand of modern
civilization city at home and abroad.
