从背景与趋势、反应措施及意图、运作模式特点、实践经验等方面，分析并总结伯明翰、新加坡、纽约这三个国外城市对面临衰退的老文化街区的保护与再开发的做法与经验，并对目前存在争论的主要焦点问题进行了探讨，以对国内城市老城保护与开发的实践有所借鉴。 - 关键词：
城市旅游；老文化街区；保护；再开发； - Abstract: On the preservation and redevelopment of historical and cultural blocks facing decline in foreign cities, such issues as its background and trend, stakeholders’responses and intention, operating characters, and practice experiences etc., are generalized in this article, by taking the cases in Birmingham, Singapore and New York. Besides, the main controversial problems in that are also discussed. All these experiences will be very useful for reference for domestic historic city centers’preservation and renewal.
