中低价商品房是政府部门为解决房价快速增
长、大多数中低收入家庭住房难问题而实行
的一项为民利民工程，也是政府部门调控市
场的必要和有效措施。作为政府调控和市场
化运作相结合的特殊商品房，为了发挥中低
价商品房应有的作用，政府部门必须在总结
经验的基础上，调整思路，创新模式，在规划
选址、方案设计，申购条件、价格确定等方面
加以改进和优化，真正促进市场的稳定和社
会的公平。 - 关键词：
中低价；商品房；建设； - Abstract: The commercial house at middle and
lower price is an engineering in order to solve
the problems of the rapid rise of house prices and
the house difficulties of middle and lower income
families, and is a necessary and effective measure
to curb the market. In order to make full
use of commercial house of middle and lower
price--the result of the intergra tion of
government’s interverning and marketlization
operation, and to make the market stable and
social justice, the government should based on
the summaries of experience, adjust the thinking,
innovate the mode, and improve and rationalize
the related matters in planning site, scheme
design, purchasing conditions and price.
