改革开放以来，鳌江流域社会经济有显著发展，以龙港为典型的经济强镇迅速崛起，导致流域内经济中心与行政中心的空间分离，使得快速发展的新兴城市与传统县域政府管理体制之间的矛盾日益凸现。探讨解决城市化与地方政府管理体制之间的体制性矛盾，对于按照“全面、协调与可持续发展”战略与“五统筹”要求，进一步促进地方城市化与政府管理体制的创新，具有重要的理论与实践意义。 - 关键词：
城市化；行政区划体制；鳌江流域； - Abstract: Since the opening and reform of China, economy and society of Aojiang valley have a prominent development, but the flying growthup of typical strong town such as Longgang leads to spatial separation between the center of economy and the center of administration. The contradiction between burgeoning cities and traditional county’ administrative system is so outstanding day by day that it becomes the systematic obstacle to the sustainable development of regional economy and society. Administrative division adjustment is the important systematic innovation action to promote the process of regional urbanization. Building up a city that its center is in Longgang, finishing its systematic transfer from strong town to city, cultivating and developing nuclear city is a great strategic choice to promote urbanization of Aojiang valley, accelerate its overall, coordinate and sustainable development. In the course of implementing the strategy of “overall, coordinate and sustainable development” and “five plans as a whole”, administrative division adjustment and innovation plays a special role that can promote regional urbanization and systematic innovation of government management, so administrative division adjustment and innovation has important signification both in theory and in practice.
