从土地储备机制设计角度，阐述建立上海土地储备机制的意义、背景和原则，提出建立有上海特色的“政府主导、市区联手、市场运作、分责共享”土地储备机制的创新内容，比较研究市区联手土地储备的运作模式、储备合作范围、土地储备方式和储备时机、组织机构和利益分配方式等，以及提出实施市区联手土地储备的操作方案与政策建议。 - 关键词：
土地管理；上海城市建设；土地储备；运作机制； - Abstract: From the angle of the mechanism of the land banking, the author sets forth the significance, background and principles of the mechanism of the land banking in Shanghai, and makes the research about the model, cooperate fields, ways and date, organization, and interests of the land banking, and puts forward the operative ways of the land banking with the cooperation between the city & county government in Shanghai and suggestions of the land banking policies.
