传统的政府单一主导型城市环境管理体制本身存在诸多问题，无法应对越来越严重的环境问题。为此，本文提出构建一个新的包括政府、媒体、非政府组织和市民在内的多重角色参与与合作的环境管理体制，以有效解决环境问题。为此，本文主张从转变政府职能、发展社会力量等方面来构建新的治理体制。 - 关键词：
城市环境管理；多重角色；参与合作体制； - Abstract: The city environment management system of the traditional government single predominates has many problems, it can抰 settle the more and more serious environment problems. For this, this paper presents a new environment management system of multiple roles participation and cooperation, including government, medium, non-government organization and citizenry. To set up such a system, the essay insists that it should change the government working talents and develop social power.
