我国的城市化正在加速发展，城市管理也进入到了新的历史阶段。随着经济、社会的发展，市民对城市政府的公共服务的需求日益增加，使得政府不得不扩张其组织规模和组织职能。但是，在财政来源日益短绌，市民对城市生活品质的高度要求下，城市管理者经常面临内外交迫的“双环困境(catch-22 situations)”。 如何改进政府管理，降低公共服务成本，就成为城市政府管理中的核心问题。本文试图结合本国实际情况寻求解决这种“双环困境”之路。 - 关键词：
城市政府；“双环困境”；法治政府；中央政府；利益团体；公平与效率； - Abstract: The urbanization of our country is developing rapidly, and the city management has entered a new historical stage too. With the development of economy and the society, the demand of citizen抯 public service to the urban government increases day by day, making the government have to expand its scale and function of organization. The governments of various countries are devoted to "reducing the administrative cost" and "improving the efficiency of serving" by improving the ability of managing. But fall short day by day in financial source, under the demand between citizen and urban height of quality of the life, the urban administrator hands in "catch-22 situations" compelled while often facing. This paper is to seek a way for attempting to resolve this problem according to actual conditions in our country.
