行政区划调整对广州大都市区的发展带来了重要影响。研究发现，行政区划的调整，不是简单的行政区的设立与撤销、合并问题，更重要的还是大都市区内各级政府的定位和权限、职能划分问题。这实际上是大都市区的治理问题。从广州的实践来看，无论是“撤市设区”，还是“开发区”变身为“行政区”、“开发区”双重身份，都引发了不少问题。化解其中的问题与矛盾，关键是要设计出一套既能激励地方发展积极性，又能规制约束地方政府行为的制度体系，而解除管制和放权是制度创新的主要目标取向。 - 关键词：
全球化；行政区划调整；大都市区； - Abstract: The administrative division adjustments have brought a far-reaching impact for the development of Guangzhou metropolitan area. The result of the study indicates that the adjustment of administrative divisions is not only a simple question about the administrative area’s establishment, cancellation and combination, but even more important question is the positioning, as well as the authority and function division, of government at all levels. The key of the way of resolving the problems and contradictions is to work out a system, which can both motivate the local place positive development and restrict the government behavior with regulation, while the deregulation and decentralization are the main orientations for the goal of system innovation.
