城市市政公用事业具有自然垄断产业的性质，其市场化改革目前已是大势所趋，但相应政府规制模式改革创新尚未配套推进。本文回顾了自然垄断产业政府规制的主要研究文献，分析市政公用事业政府规制的主要内容，最后提出了从规制机构、产权改革、规制法规、改革路径等方面提出了系统建议和对策。 - 关键词：
自然垄断；市场化改革；政府规制；创新； - Abstract: An explorative discussion is made of the issue of standard regulation of China’s industries of natural monopoly. An introduction is made of the major objects, standards, organizations and process of implementing standard regulation. The author gives us some suggestions of relaxing regulation of the municipal and public infrastructures in order to make government control effectively.
