如何以科学发展观为指导改善我国的城市管理，推动中国城市的科学发展、协调发展、和谐发展，是理论界和城市管理者们需要关注的一个重要课题。与传统城市管理相比，现代城市管理有其明确的内涵、内容、职能和特点。现代城市管理贯穿于城市发展的全过程，它可以为现代城市运转提供动力，为城市持续发展提供保障，为建设和谐社会提供支撑。当前城市管理中存在的突出问题主要是：管理中的越位与缺位现象并存；突击运动式管理引发干群冲突；城市管理没能有效改善市民生活等。改善我国城市管理，首先需要准确把握现代城市管理的数字化、民主化、柔性化、精细等发展趋势。其次，要正确处理现代城市管理的人性关怀与严格执法、理讲求效率与注重公平、经济发展与生态平衡、城市繁荣与城市安全等基本关系；第三，要不断完善实现管理目标的保障措施，包括健全的法规体系；严格的罚款制度；广泛的宣传教育；定期的评比活动；系统的管理模式；优秀的管理人才；科学的管理体制；人本的管理思想等。 - 关键词：
现代城市管理；城市发展；关系；趋势； - Abstract: How to improve the management of our urban and promote the development of the urban scientifically balancely and hamoniously on the principle of environmental friendly has becomes a key point of the theoretical circles and the urban manager concerned. Compared with the traditional urban management,the modern urban management display the characteristics of specific profound meaning,content and function. This pattern stretches the whole process of urban development. It can become a drive of urban assuring the sustainable development of the urban and supporting the building of harmonious society. Presently, the major problems that exist in the urban management are as follows: Coexisting of offside under-powered in management;The conflict between common people and officials causing by the irregular management;The urban management can not improve the peoples?life effectively and so on. In order to make the urban management better, the first is to master the trend of urban management which is digital, democratic soft and fine. Secondly, to cope with the relationship between humanized cares and strict low-enforcing, efficiency and fairness, economic development and natural balance, the prosperity and the security of the urban. Thirdly, improving the supporting system of fulfilling the aim of management including overall law system, strict penalty frame,intensive drumbeating and education,carrying out text activities regularly,comprehensive management pattern,the talent of management,scientific management system,the notion of humanized management.
