在推进城乡统筹、《城乡规划法》实施、城市规划向城乡规划转变的过程中，旧的城乡规划管理体制已经无法满足发展的要求，本文通过研究合川区规划管理体制改革的实例，为重庆市区县规划管理体制改革提供借鉴，同时也为其他省市规划管理体制改革提供参考。 - 关键词：
规划；管理体制；改革； - Abstract: In the process of planning the urban and rural areas as a whole, the implementation of the new Urban and Rural Planning Law, and the transformation of city planning into urban and rural planning, the old planning management system has been unable to meet the needs of these developments. The article studies up on reformation of plan management system in Hechuan district. It may provide reference for the reform of planning management system of district (and county) in Chongqing and other provinces.
