长三角地区为我国经济社会发展的增长
极之一，但国际金融危机来势凶猛，对我
国经济的持续和健康发展造成了很大影
响，区域经济首当其冲，受到的冲击比较
大、比较多，直面的问题也更为复杂、使长
三角地区产业发展的矛盾更加凸显。文章
认为：1）就总体而言，长三角地区产业发
展拥有不少的机遇与优势，是有效应对国
际金融危机的影响和大幅度增强区域经
济抵御金融危机的抗冲击能力的根本所
在；2）随着经济全球化趋势的不断深化，
加上发展模式的固有弊病和资源环境约
束矛盾的加剧，长三角地区产业发展的总
体环境也将随之发生变化，同时存在不少
的劣势和挑战；3）为进一步应对经济全球
化带来的各种挑战，资源环境约束条件下
的长三角地区必须按照国务院关于《进一
步推进长江三角洲地区改革开放和经济
社会发展的指导意见》，把转变经济发展
方式和环境的改善作为新时期引导地区
发展的主线，把推动区域产业结构整体升
级作为加快地区发展的重点，把促进城镇
空间结构和组织模式持续优化作为统筹
和协调地区发展的抓手，加强协同和合
作，进行一体化发展。

economic and social growth poles in China.
But the important effects of the international
financial crisis is becoming more and
more obvious, the regional economic development
of the delta is confronting complex
problems, and the contradictions of
the industrial development are looming
large. In general, the industrial development
in the delta has opportunities and
advantages, such opportunities and advantages
are the ultimate roots to resist the
impact of the financial crisis. With the
deepening of economic globalization, the
inhere disadvantages and the restricts of
the resources and environment are
climbing, so the general development conditions
have changed with disadvantages
and challenges. In order to deal with the
challenges confronted, it is urgent for the
Yangtze River delta to change the growth
and development mode, to take it serious
of the environment improvement, to make
the regional industrial upgrading of the
whole delta as the focus of development,
to optimize the urban spatial structure and
organizing mode as the main tools to coordinate
the regional development, and to
integrate the delta through cooperation.
