国内旧城改造工作少有成效,重要原因是旧城改造工作难以平衡经济发展、历史文化传承与居民利益之间的关系,深层次中透露了法规仍不够完善。香港旧区活化的政策较优越,值得广州地区借鉴。本文基于香港旧区活化政策的思考，拟对广州旧城改造问题提出建议。 - 关键词：
旧区活化；旧城改造；市区重建策略；公众参与； - Abstract: It is not so effective to carry out urban renewal in China, the important reason is that the renewal work cannot insure the balance among the economic development, inherit of history and culture and resident抯 benefit. And this reveals that there are still inadequacies in our related legal regulations. The revitalization policy for the old blocks in Hong Kong is more predominant, and it is worthy for the city of Guangzhou to reference. Based on the revelation from the revitalization policy in Hong Kong, this paper gives some advices to the renewal of old blocks in Guangzhou.
