区域规划面临的最大挑战之一,是内部
条件、问题、需求差异性都很大的不同
空间单元,通过何种手段能够被联合成
为一个协调共赢的整体。既有研究和实
践最终归结到管治体制和区域基础设施
建设两方面,空间的协调利用则是上述
两方面手段的结果。文章认为,文化作
为一种精神、价值“共享”,理论上应该
可以对促进区域整合方面发挥关键性作
用。进一步,文化如何在区域整合中扮
演更重要的角色?文章作者参与完成的
对关中城市群规划进行的相关探索为解
答上述问题提供了一些启示:首先,进
行整合的区域内部单元大都具有共同的
文化特征;其次,文化对区域内部和外
部发挥着不同的作用,对内在于建立认
同,形成整合的基础,对外则是凸显差
异,成为区域的象征;两个方向共同作
用,把区域作为具有独特文化品质的单
一整体单元进行营销,文化成为区域整
合的有效手段;第三,文化载体的空间
特征使文化成为区域整合的可操作手
段;第四,文化由于无界限、长久性等
特征,成为整合区域的可持续的关键要
素。这一案例部分地反映了当前中国区
域规划中对文化因素的理解和处理。 - 关键词:
区域整合;文化;角色;路径; - Abstract: One of the greatest challenges
facing regional planning is how to
“unite” the very diversified different
parts of a region in terms of conditions,
problems and demands into a win-win
whole. In existing studies and practice,
the so lution normally goes to two
directions: institutional/governmental
arrangements and regional infrastructure
s p art ic ularly tran s p o rta tio n
networks. The so-called “coordination”
in spatial land use is a consequence following
the two types of “intervention”.
This paper argues that by logical, culture,
as a spiritual and value “common share”,
should be able to play a more important
role in promoting regional integration.
But how to implement the potential role
of culture in regional integration? The
Mid-Shanxi provincial regional planning
of urban agglomeration which the authors
work on offers some implications for
answering these questions. First, the region
to be integrated has common cultural
character. Secondly, the element of
culture should play different roles within
the region and to the external world.
Within the region, it is mainly to highlight
the “common” among different
parts, so as to unite them into a whole.
Outside the region, culture is to distinguish
the region from the external world,
to establish the brand of the region. Under
the both directions, the region can
be successfully marketed as a single spatial
unit by its unique cultural identity
to attract attention and inves tment.
Thirdly, the space of carriers of culture
makes the culture a workable means to
regional integration. Fourthly, because
the culture is out of boundary and with
long permanence, it is the key factor to
integrate the region in sustainable way.
The case also partly reflects the understanding
and handling of culture in regional
planning in contemporary China.
