作为建立在新技术革命和产业升级基础上的新兴产业，现代服务业日益成为影响城市经济发展的重要力量。在这一背景之下，服务业发展的重要模式和载体——服务业集聚区的建设在各地相继展开。本文总结集聚区规划中功能定位、业态选择、内部组织以及实施运营等关键性的问题，并以泰兴城区现代服务业集聚区规划为例，详细探讨了中小城市服务业集聚区的规划方法和步骤。 - 关键词：
现代服务业集聚区；规划方法；中小城市；泰兴； - Abstract: As an emerging industry based on the new technological revolution and the industrial upgrading, modern service is increasingly becoming an important force which affect urban economic development. In this context, an important model——modern services zone construction has been carried out in many cities. This paper summarizes the critical issues in the process such as functional orientation, industrial selection, internal organization and project operation, and takes Taixing as an example, discusses the planning methods in detail and steps of modern services zone in medium and small cities.
