辽宁中部城市群作为东北地区发展水平最高的经济核心区，在城镇建设、产业布局、基础设施方面的相互联系不断增多，一体化发展趋势明显，但是城市群的制度建设已经不能满足城市群一体化发展的需要，存在正规制度建设处在初级状态、非正规制度建设缺失、组织管理模式落后等有效制度供给不足的问题，并且由于深层体制性原因，建立一体化发展的城市群制度面临诸多困难。从正规制度建设中的立法模式、非正规制度建设中的认知共同体和激励机制、组织管理模式中的成立代表城市群利益主体等方面，提出构建辽宁中部城市群一体化发展制度的主要途径。 - 关键词：
正规制度；非正规制度；一体化；辽宁中部城市群； - Abstract: As the most developed economic core area in the northeast area of China, central Liaozhong urban agglomerations have a growing tendency of integration, with increasing interconnection between city constructions, industry distributions and infrastructures. However, the current system construction cannot meet the demand of integration development of urban agglomerations, facing various problems including immature formal systems, deficient informal systems and outdated management models. Furthermore, establishing the urban agglomeration system of integration development faces great difficulties due to a multitude of deep-rooted system causes. This article proposes main ways to construct the integration development system of central Liaozhong urban agglomerations by addressing such issues as legislative models of formal system constructions, knowing communities and incentive mechanisms of informal system constructions and formation of interest subjects of urban agglomerations in the organization management models so on.
