住房保障政策是政府为解决市场失灵和保障居民基本居住需求而推行的一项公共政策，政府在支持保障性住房建设中应起到重要作用。当前制约我国保障性住房建设规模和建设速度的最主要瓶颈就是资金投入不足、融资渠道有限，因此如何正确定位并发挥政府在保障性住房融资中的作用是确保资金持续投入、顺利达成“到2012 年末基本解决1540 万户低收入住房困难家庭的住房问题”目标的关键。本文通过借鉴发达国家政府在保障性住房融资中的作用，为我国政府明确责任、更好地处理保障性住房融资问题提供一些启发和建议。 - 关键词：
保障性住房融资；国际经验； - Abstract: Providing affordable housing is a public policy to solve market fail and to protect household equality. Government plays a critical role in affordable housing. In contemporary China, insufficient capital investment and limited financing channel have become the bottleneck of speeding up the affordable housing construction. How to set the role of government in affordable housing thus is becoming an important issue to arrive the object on “solving living problem of 1540 million low- income households in 2012”. Basing on the international experiences on the role of government in affordable housing, this paper highlights the role of the Chinese government in financing affordable housing and provides some suggestions.
