作为二氧化碳排放量日益增长同时又要提高13 亿人社会福利的发展中大国，中国需要对城市低碳竞争力的理论框架、评价系统与管理思路进行深入研究。而如何评价城市低碳竞争力水平，目前尚没有完善的理论与方法。本研究基于数据可获性原则、动态性与可比性等基本原则，将城市低碳竞争力评价指标体系分为三大类，即低碳环境竞争力、低碳生产竞争力和低碳社会竞争力。针对城市系统的非线性结构，引入灰色理论建立灰熵分析评价模型，并采用上海市2002 ～ 2007 年间的相关数据进行实证研究。 - 关键词：
城市低碳竞争力；评价模型；灰色理论；指标体系； - Abstract: As a developing country with a population of 1.3 billion, China must improve the level of urban low-carbon competitiveness to realize the decoupling development of the social welfare with the increasing carbon emission. Hence, it is necessary to develop a model for the evaluation of the urban low-carbon competitiveness in China. In this paper, evaluation indicator system includes low-carbon environment competitiveness, low-carbon economy competitiveness and low-carbon society competitiveness. Meanwhile, a grey evaluation model, which is well adaptive to nonlinear characteristic of urban system, was established based on the theory of grey. Finally, the evaluation model in this paper is used to evaluate the low-carbon competitiveness of Shanghai.
