2008 年1 月1 日开始实施的《中华人民共和国城乡规划法》，建立了由城镇体系规划、城市规划、镇规划、乡规划和村庄规划构成的我国法定城乡规划体系，标志着我国城乡规划在法律制度上迈上了一个新台阶。新的城乡规划法，打破了长期存在的城乡二元分治情况，加强城乡统一规划管理，促进了城乡经济社会全面协调可持续发展。但同时它仅仅只是解决了城市和村镇的统一规划问题，对于存在于乡村地区的大量的自然、历史等资源的规划和保护、利用的问题，并没有纳入统一规划和管理，本文通过结合南京浦口的规划实践工作，提出基于城乡一体的规划编制设想，目的旨在探索地方层面的规划编制如何能进一步结合地区管理需要，实现规划与管理的无缝对接，充实和完善城乡规划体系。 - 关键词：
城乡一体；规划；管理； - Abstract: The Urban and Rural Planning Law of the People’s Republic of China effected on the 1st day of January 2008 has established statutory urban and rural planning system that consists of urban system planning, urban planning, township planning, and village planning. It indicates that the legal system about urban and rural planning has moved forward to a new stage. The newly formulated urban and rural planning law breaks through the long-existing separated governing of urban and rural areas, enhances the urban and rural uniform planning administration, and promotes the overall, coordinated and sustainable development of both urban and rural areas. However, the law only deals with the issue of uniform urban and rural planning. The planning, protection and utilization of other resources including natural and historical resources in the rural areas are not included therein. The paper, based on the planning practice in Pukou, Nanjing, proposes a planning assumption about the integration of urban and rural areas, with the aim to explore a solution for further integration of planning establishment at local level of regional administration need, to ensure a close joint between planning and administration, and to improve the urban and rural planning system as well.
