- 摘要：
土地储备制度是我国土地使用制度改革的一项创新，是在各级政府针对城市化、工业化进程中土地市场失灵现象而采取的积极干预市场的一种重要手段。近年来，部分学者对土地储备制度进行了一定的研究，但是由于我国开展城市土地储备规划工作起步较晚，部分地方进行了一些实践探索，缺乏相应的标准以及理论层面的规范研究，认识上至今存在模糊和偏差。因此，本文试图基于部分地方的实践探索，针对城市土地储备规划中的重点问题进行细化和探究，从而为我国开展城市土地储备规划工作提供参考意见。 - 关键词：
土地储备；规划；定位； - Abstract: Land reserve system which has been adopted by governments as an important measure to actively intervene in the market with the appearance of land market failure during urbanization and industrialization is an innovation of the reform of China’s land use system. In recent years, despite of researches taken by some scholars, there are still much confusion and deviation because of the posterior work of land reserve plan. Although some practical explorations have been carried out, there is still a lack of proper standards or theoretical normative study. For this reason, this paper tries to dissect and research on some important issues among the operation of urban land reserve plan based on some practical exploration
