基于我国国情和建筑能耗现状，提出建筑节能发展规划是解决建筑能耗问题的最有效手段，并分析了目前建筑节能发展规划编制的问题，研究提出了我国新形势下建筑节能发展规划的编制模式，包括：规划流程和组织体系，为建筑节能发展规划在我国现阶段的实施提供决策参考。 - 关键词：
建筑能耗；建筑节能发展规划；规划模式； - Abstract: Based on the national situation and combined with status of building energy consumption, building energy saving development planning is the most effective measure to deal with the building energy consumption problem in China. Given the building energy saving development planning problem,proposals are given in terms of the planning patterns,planning flow and the organization, which would be of practical value to the implementation of building efficiency planning in China at current stage. .
