城市规划意味着多方利益的再分配，由于利益主体力量的悬殊，其中处于弱势一方的私人利益的保护显得极其重要。目前应通过健全城市规划的程序、确立城市规划的损失补偿制度和完善城市规划救济制度来加强对私益的保护。 - 关键词：
城市规划；利益冲突；保护途径； - Abstract: The urban planning means the redistribution of the interests of a number of parities. As the strength of relevant interest parties involved is different, it is of vital importance to protect the private interests of the weak. At present, the protection of private interests should be strengthened with the improvement of the procedure of urban planning, determination of the loss-compensation system of the urban planning and the perfection of the relief system of the plan of the old-district transformation.
