通过梳理国内外非建设用地规划发展实践，将其归纳为生态空间结构型规划、分类控制型规划、城市增长边界型规划、禁限建区规划、综合空间管制型规划等5 种类型，提出非建设用地规划3 个转向：规划模式从理想蓝图转向务实操作，规划方法从单一要素转向多元综合，规划实施从注重形态转向公共政策。结合当前存在的主要问题，最后提出非建设用地规划的研究发展方向。 - 关键词：
生态规划；城市增长边界；绿色基础设施； - Abstract: By combing the development of domestic and international non-construction land planning practice,we can define them into five types: ecological space structured planning, classification controlled planning, urban growth boundary based planning, restriction of built-up areas planning, comprehensive space-based planning. Three transformations of non-construction land use are proposed: planning mode shift from the ideal blueprint to practical action, planning methods shift from a single element to multiple integration, planning implementation shifted from a focus on form to public policy. Finally, combined with the current problems, the research of non-construction land development planning is proposed.
