文章从小城镇发展历程及其面临的问题着手，分析了城乡统筹给小城镇发展带来的机遇与挑战，提出在城乡统筹背景下小城镇发展要以规划为先导、经济为基础、制度为保障，发挥其在城乡统筹发展中的载体作用，推进城镇化健康发展。 - 关键词：
小城镇；城乡统筹；城镇化； - Abstract: This paper starts from the development journey and the current problems of small town, and studies the opportunities and challenges that urban-rural integration has brought. Against the background of urban-rural integration, this paper puts forward some measures with planning as guide, economy as foundation, system as safeguard, to make small town play a positive role of a carrier and promote the healthy growth of urbanization.
