经济增长和环境质量之间的关系常用环境库兹涅茨曲线 ( EKC) 来描述，本文选取 1990-2010年内蒙古环境与经济数据，运用人均 GDP 与工业“三废”排放量之间的计量模型，对二者的数量关系进行分析。结果表明：内蒙古的环境状况不容乐观，“三废”排放量在波动中呈现上升趋势，环境质量的改善并未随着收入水平的提高而自动发生。因此，要促进内蒙古环境与经济协调发展，应大力推进技术革新，不断优化产业结构，进一步加大环境保护和污染治理的投资力度，以及加快生态补偿机制的建立。 - 关键词：
经济增长；环境质量；内蒙古； - Abstract: The relationship between economic growth and environmental quality is described with the use of common Environmental Kuznets Curve (EKC) . This paper selects the 1990-2010 environmental and economic data in Inner Mongolia,uses the econometric model of per capita GDP and industrial "three wastes" emissions, and analyze both the number of relationships. The results showed that the environmental situation is not optimistic in Inner Mongolia. That “three wastes" emissions shows an increasing trend in the fuctuations and improvement of environmental quality does not occur automatically with income level increases. Therefore, to promote the Inner Mongolia environment and economic coordinated development, we should vigorously promote technological innovation and optimize the industrial structure, further increase investment in environmental protection and pollution control, and accelerate the establishment of ecological compensation mechanism.
