在新疆生产建设兵团和新疆维吾尔族自治区的双重行政区划体制下，兵地分治城市的发展和规划具有显著的特殊性。随着中央新疆工作座谈会和新疆自治区十一届人大四次会议的召开，新疆将迎来跨越式发展的历史时期。兵地融合、协调发展也成为兵地分治城市发展的必然趋势。本文以呼图壁为例，通过分析在市场经济和特殊行政体制下，兵地分治城市和团场小城镇发展面临的问题，探讨如何协调兵地进行城镇体系规划，并提出相应规划对策，即：统筹兵地规划，整合区域城镇体系结构；针对兵地差异，强化互利合作产业体系；基于兵地协调，共建区域生态基础设施等。 - 关键词：
兵地分治；兵地融合；新疆工作会议；呼图壁城镇体系； - Abstract: In the double administrative system of Xinjiang Production and Construction Corps and Xinjiang autonomous region administrative division, the development and planning of dividing and conquering between corps and local city have obvious particularity. With the convening of Xinjiang working conference and the fourth meeting of the eleventh people’s congress of Xinjiang autonomous region, Xinjiang is facing a historical period of leaping development. Integration and coordination development of corps and local are becoming the inevitable trend. This paper takes Hutubi as an example, investigating how to coordinate corps and local government to make urban system planning by analyzing the problem between corps and local city and regiment development in market economy and special administrative system, and proposes the corresponding planning strategy . Based upon orchestrating planning of corps and local government, the structure of urban system should be integrated; based upon the difference between corps and local, mutual benefit and cooperation industrial system should be strengthened; based on integration,regional ecological infrastructure should be co-constructed.
