为探索国民经济与社会发展五年规划、城乡规划、土地利用规划这三大综合性规划协调融合的发展动态和主要途径，本文总结归纳了体制改革和规划整合这两大类普遍采用的方式，并以上海、深圳、武汉、广州、重庆、浙江等地的实际案例加以分析阐述，最终提出对现实体制的对策建议。 - 关键词：
体制改革；规划整合；三规合一 - Abstract: To explore the trends and approaches of integration of "five-year plan", land use planning and urban planning, this paper analyzes the most prevalent ways, which refer to institutional reform and plans¡¯ integration. Case analysis includes Shanghai, Shenzhen, Wuhan, Guangzhou, Chongqing, Zhejiang. Based on this, this paper puts forward suggestions on three plans'integration under present system.
