我国提出“十二五”时期建设3600 万套保障房的规划目标，这是基于我国长期以来保障房供给严重不足的一次制度纠偏。到2015 年底，如果不计算小产权房，保障房供给套数大约可占全部住房的36%，在住房保障体系中发挥重要作用。作为社会保障体系的一部分，我国保障房建设不可能是一劳永逸的，因此3600 万套保障房建成之后，大规模的实物保障将逐步过渡到实体保障、资金保障与制度保障并行的阶段，其中通过改革现行制度促进保障房的转化是关键。 - 关键词：
住房市场化；保障房；小产权房；制度创新； - Abstract: China has proposed a planning objectives to construct 36 million sets of social housing based on the fact that social housing supply is in shortage .By the end of 2015, if we do not calculate small property housing, social housing supply could account for 36% of housing, and play an important role in Chinese housing security system. As part of the social security system in China, the social housing construction can't put things right once and for all, so after the task of the 36 million sets construction finished, large-scale social housing construction will gradually transit to solid support, funds and institutional inovation,etc.
