- 摘要：
在我国城市化进程中，为了加大中、小城市特别是县域的自主发展动力，减少管理层级、提高效能、壮大县域经济，我国2010 年提出了“省管县”代替“市管县”的行政体制。为了增强区域中心城市的辐射力，必须要优化中心城市的空间布局，以增强其综合竞争力。本文在提出了“省管县”和“市管县”的概念及其差异的基础上，分析了区域发展和财政体制的协同机制，并提出了“省管县”体制对地方中心城市空间布局的要求，以苏州市为案例，概述了“省管县”体制下苏州中心城市中心体系的构建和城市空间布局的耦合方案，以期对县域经济较强的地区在“省管县”体制下中心城市的发展及空间布局优化提出有一定的借鉴。 - 关键词：
省管县；市管县；空间布局耦合；中心体系；苏州市； - Abstract: During the process of urbanization in China, in order to increase the development dynamism of the medium and small cities especially that of the county's, to reduce management layers, improve effectiveness, and expand county’s economy. In 2010 we proposed the "Counties under the Provincial Direct Administration” instead of "Counties under the City Direct Administration" administrative system”. In order to enhance the radiation power of the regional central city，we must optimize the spatial layout of urban center city to enhance its overall competitiveness. This paper analyzes the concept of "Counties under the Direct Provincial Administration” and “Counties under the City Direct Administration" and their difference, analyzes mechanism of the “Region development——Financial System”, advances the request of spatial layout of "Counties under the Direct Provincial Administration”. And with a case study of Suzhou, the paper proposes the problems of the current distribution in the central city of Suzhou, outlines the center system under the "Provinces" system, and produces its program of coupling on spatial layout so as to produce some useful reference to the area on the strong county economy in the "Provinces" system development.
