基于近期建设规划的发展历程及规划体系的变革趋势，面对国家宏观调控的需要和地方政府的诉求，讨论了近期建设规划与战略规划和总体规划的关系，认为近期建设规划可作为战略规划目标实现的支点、总体规划落实和修正的阶段。同时，作为公共政策的重要组成部分，近期建设规划要协调经济转型过程中各利益群体的关系，充当“协调者”的角色，促进社会的和谐发展，并落实国家城市发展的政策。 - 关键词：
近期建设规划；战略规划；总体规划；公共政策； - Abstract: Based on the development process of immediate plan and the changing trend of the planning system, in the face of needs of the national macro-control and the demands of the local governments, this article discusses the relationship between immediate plan with strategic plan and master plan, considering immediate plan as the achievement fulcrum of strategic planning objectives, the stage of implementation and amendment of master plan. At the same time, as an important part of public policy, immediate plan should coordinate the profit of various groups in the process of economic transformation, act as a "coordinator", promote the harmonious development of society, and implement the national urban development policy.
