城乡二元发展的现状、《城乡规划法》的颁布实施，以及“两型社会”建设的要求下，如何进行城乡统筹规划，使之达到城乡经济、社会、资源与环境的协调可持续发展，促使城乡统筹规划成为规划领域一个重要的命题。本文以长株潭城市群生态绿心地区为例，探索了大都市周边地区统筹城乡空间、产业发展、基础设施与公共服务设施布局、统筹建设管理方式，以期对全国其它大都市周边地区的城乡统筹规划起到示范、借鉴作用。 - 关键词：
城乡统筹规划；两型社会；长株潭生态绿心地区； - Abstract: With the development of urban and rural areas, the issue and implementation of Urban and Rural Planning Act and the demands of the “Two-Oriented Society” construction, urban and rural integrated planning has become an increasingly important proposition in the coordinated and sustainable development of urban and rural economy, society, resources and environment. Taking the ecological green heart areas of Changsha-Zhuzhou-Xiangtan urban cluster as an example, the paper explores the urban and rural space, industry development, infrastructure and public service facilities distribution of peripheral areas of metropolis in the hope that it will play a guidance and demonstration role in the other peripheral areas of metropolis.
