在分析研究广东省“三旧”改造过程中出现的土地利用管理相关问题的基础上，探讨“三旧”改造中土地规划管理和改造区域土地调整制度的创新方案，理清“三旧”改造中的土地利益共享机制，建立一套事前监管、事中监督和事后监控的动态监管体系，建立健全稳定化和常态化的土地监管秩序，进一步规范、引导“三旧”改造的开展与实施。 - 关键词：
三旧改造；广东；土地利用； - Abstract: During analyzing the foundation of “three old” transformation process, the author not only explored the innovative solutions to management and regional land adjustment system, but also made effort clarifying the benefits-sharing mechanisms to establish a set of monitoring. The monitoring system is used in supervising all the entire process to make sure the sustainability development and implementation of dispensing “three old” transformation.
