在分析研究广东省“三旧”改造过程中出现的土地利用管理相关问题的基础上，探讨“三旧”改造中土地规划管理和改造区域土地调整制度的创新方案，理清“三旧”改造中的土地利益共享机制，建立一套事前监管、事中监督和事后监控的动态监管体系，建立健全稳定化和常态化的土地监管秩序，进一步规范、引导“三旧”改造的开展与实施。 - 关键词：
三旧改造；广东；土地利用 - Abstract: During analyzing the foundation of ¡°three old¡± transformation process, the author not only explored the innovative solutions to management and regional land adjustment system, but also made effort clarifying the benefits-sharing mechanisms to establish a set of monitoring. The monitoring system is used in supervising all the entire process to make sure the sustainability development and implementation of dispensing ¡°three old¡± transformation.
