在城市建设日益加快的发展情形下，如何降低邻避公共设施建设所带来的邻避冲突，关乎政府威信、企业效益、公众利益各方面。本文针对垃圾焚烧发电厂规划及运营管理所引起的各种邻避冲突，全面分析其产生的原因，及解决的措施策略，为建构科学发展的全新局面奠定基石。 - 关键词：
垃圾焚烧发电厂；规划；运营管理；邻避冲突； - Abstract: With the accelerating development of the city construction, how to reduce the NIMBY conflict of the NIMBY facilities is related to the authority of the government, enterprises, public interest in all aspects. In view of various NIMBY conflicts in the garbage incineration power plant planning and operations management, the article comprehensively analyzes its causes and solutions. In order to construct the new situation of scientific development, the article lays a foundation.
