文章运用 1994 ～ 1996 年和 2004 ～ 2006 年两个考察期的数据分析了发展经济开发区和基础设施建设这两种区域经济政策的环境效应。分析表明：发展开发区所带来的环境影响要大于基础设施建设。从短期来看，基础设施建设也会导致环境污染，但在长期却能有效抑制污染物排放量的增长。 - 关键词：
区域经济政策；开发区；基础设施建设；排放量增长率； - Abstract: The article applies two period data from 1994 to1996 and 2004 to 2006 to analyze the two regional economic policy environment effect from development zone, and infrastructure construction Analysis shows that the development zone impact to the environment is more than inf rast ructure construction. In the short term, infrastructure construction will also cause pollution of the environment, but in the long-term it can effectively restrain the growth of the pollutants.
