发展中小城市，提升中小城市人口聚集功能是我国均衡城镇化战略的重要组成部分。本文旨在讨论发展中小城市的战略意义与对策，认为发展中小城市能有效拉动内需，避免人口过分集中城市而导致的“大城市病”与过度分散的乡村工业化及小城镇所造成的“农村病”，有助于实现农民工的就地城镇化与举家迁移。当前发展中小城市，要把中小城市建立在坚实的产业基础上，通过深化政府财税体制改革与扩大民间投资解决基础设施建设与公共服务中的资金瓶颈，以户籍改革、基本公共服务均等化和住房改革为重点实现农民工就地市民化，以完善创业扶持体系和职业培训体系提高农民工融入城市能力。 - 关键词：
中小城市；城镇化；人口聚集功能；农民工创业； - Abstract: Exhibition of small and medium-sized cities to enhance the aggregation of small and mediumsized urban population is an important part of our balanced urbanization strategy. This article aims to discuss the strategic significance of the development of small and medium-sized cities and countermeasures that the development of small and medium-sized cities can effectively stimulate domestic demand, to avoid over-concentration of population in large cities led to the "big city disease" "and the excessive fragmentation rural industrialization and small towns and rural disease "contribute to the achievement of migrant workers in situ urbanization and moved across the country. Current development of small and medium-sized cities to small and medium-sized cities is built on a solid industrial base with deepening government fiscal and tax reform and expansion of private investment to solve the bottleneck of funds in the construction of infrastructure and public services, the household registration reform, the equalization of basic public services and housing focusing on the reform to achieve rural migrant workers to the public to improve the business support system and vocational training system to improve migrant workers into urban capacity.
