改革开放以来，我国西部地区小城镇的发展明显滞后于其它地区。具体表现为：宏观分布不均衡、微观布局不合理，数量偏多、规模偏小，经济基础薄弱、市场发育程度低，基础设施落后、公共服务功能不全，发展定位模糊、个性与特色缺乏。这些现状出现的原因除了自然地理的约束之外，还有城市倾向理念的偏差、体制机制的束缚、生态环境的制约。针对上述情况，提出西部地区小城镇发展的调控对策，包括重视小城镇规划引导、转变小城镇发展思路、创新小城镇政策体制、健全小城镇支撑体系。 - 关键词：
小城镇；调控对策；西部地区；城镇化； - Abstract: Since the reform and opening up, China's western region small towns development has lagged far behind other regions, which are reflected in macroscopic uneven distribution and microscopic unreasonable layout, large number wit small scale, weak economic foundation and the low-degree market development, the poor infrastructure , unclear personality and characteristics. In addition to natural geographical constraints, the urban tendency concept deviation, the system bound and the ecological environment restriction are also the current situation reasons. In view of the above situation, the paper puts forward the western region small towns development control countermeasures, including attaching importance to small towns planning guide, changing the small towns development idea, innovating small towns policy system, and improving the small towns support system.
