近年来控制性详细规划编制和管理过程中，公众参与的必要性和现实性得到广泛认可，本文通过陇南市徽县工业集中区实证研究，探索公众参与控制性详细规划全过程的具体操作方法，强调公众参与控规的程度、深度和广度，体现参与的公平性、公正性和公开性。 - 关键词：
控制性详细规划；公众参与；实证研究；工业集中区； - Abstract: In recent years, the needs for public participation in regulatory detailed planning and management process is widely recognized by the public. This article tries to explore the concrete operation method in the overall process for public participation, by means of doing empirical research for Longnan City, Hui County Industry zone. Meanwhile emphasizing the extent, depth and breadth of public participation and incarnating the fairness, impartiality and openness in public participation are what the article really wants to focus on.
