当前城市安全问题受到全球的广泛关注，但对城市综合防灾规划编制体系和管理体制的研究较少，且存在规划范畴不明晰和管理体制不健全的问题。笔者将城市综合防灾规划划分成全方位的城市综合防灾规划和城市规划体系内城市综合防灾规划两类，并对其规划范畴和编制体系进行阐述，最后通过分析我国城市综合防灾管理体制的问题，研究国外的城市综合防灾规划体制特点，对我国城市综合防灾规划管理体制的构建提出探索性建议。 - 关键词：
城市综合防灾规划；规划范畴；编制体系；管理体制； - Abstract: The urban safety problem is a widespread concern around the world currently, but less study is on comprehensive urban disaster prevention planning system and management institution, and the planning issues and management institution are not clear. The urban comprehensive disaster planning is divided into a full range of comprehensive urban disaster planning and urban planning system within the urban comprehensive disaster planning categories,. Finally through the analysis of the urban comprehensive disaster management institution problems and the study of the institutional features of the urban comprehensive disaster planning abroad, the paper proposed exploratory recommendations for our urban comprehensive disaster planning management institution.
