- 摘要：
智慧城市建设已经成为推动我国新型城镇化建设、促进城市可持续发展的重要战略。论文在对智慧城市概念与内涵等进行分析的基础上，指出了智慧城市建设要从全局和公共利益及需求出发，去制定科学、理性的顶层设计方案。论文提出了一个更加综合的智慧城市顶层设计框架，即包含数据平台层、业务应用层、空间规划层、实施保障层的四层次框架体系。 - 关键词：
智慧城市；顶层设计；框架； - Abstract: The construction of smart city has become an important strategy to promote our urbanization and sustainable development of modern city. This paper analyses the concept and connotation of smart city at first, and then puts forward that the construction of smart city should meet the needs of whole situation development and public interests in order to make a scientific or rational top design. It also proposes a more comprehensive framework of top design of smart city, which is made up of four layers that included data platform, application, spatial planning and implementation.
