2010 年以来，我国在国家及省市层面实施了一系列强镇扩权改革，这标志着我国新型城镇化建设的重点已经从过去的规模扩张阶段转变为以制度创新为特点的内涵增长阶段。当然由于强镇扩权改革自身仍处于探索实施阶段，其实施以来成效与问题并存，并产生了一系列显著的地域空间效应，对其进行研究并反馈于我国强镇扩权的制度改革，对于加快我国新型城镇化建设来说无疑具有重要意义。因此，本文以江苏省兴化市戴南镇为例，运用辐射力模型、断裂点理论等方法对其强镇扩权过程中产生的社会经济等地域空间效应进行研究。从城镇内部和城镇体系两种尺度探索2010 年实施强镇扩权改革以来戴南镇镇区和兴化市城镇体系的空间变迁过程。实证研究表明强镇扩权对于我国小城镇建设能够产生改善城镇景观风貌、加速园区集聚等积极的空间效应，亦可带来新增用地规模过大、功能类型过为单一等消极问题。同时，其对区域城镇体系结构的发展演化也会产生较为显著的影响。 - 关键词：
强镇扩权；空间效应；城镇化；社会；制度转型； - Abstract: Authority enlargement of towns has taken place from national level to provincial level in China since 2010, which means China’s urbanization has developed from simple economy-orientated system to multi-stage system. After several years of reform, achievements and problems coexist, it also brings significant spatial effect. Looking into and feeding back the authority reform is of great significance to China’s new urbanization. In this paper, we aim to study regional spatial effects of authority enlargement by using radiation force model and breaking point theory. We explore spatial change from township level and urban system level. We finally arrive at a conclusion that authority enlargement can bring some positive effects, such as improving town’s landscape and accelerating the construction of industrial park gathering. It can also bring negative effects, such as increase of new large-scale and single-function type of land. It also affects urban system, such as accelerate regional infrastructure construction and promote urban-rural integration.
