中国短时期内的经济增长奇迹促使城市化滞后于工业化。特别是作为流动人口目的地的大城市，城中村一方面保留着乡村传统接受被动城市化，另一方面成为大量外来流动人口主动城市化的低成本生活区和缓冲带。城市化前期政府提供公共品和服务缺位，而在建设用地等资源稀缺加剧时政府治理城中村又面临重重困境。本文以快速城市化的深圳为例，对典型的宝安区城中村城市管理问题进行了追踪观察和实地调研，分析了城中村困境形成的人、财物、组织和体制因素，并给出多中心复合治理模式等对策建议。 - 关键词：
城中村；治理困境；城市管理； - Abstract: Miracle of China's economic growth in the short term prompted urbanization lagging behind industrialization. Especially as a destination of the floating population of big cities, rural villages on the one hand to preserve the tradition of passive acceptance of urbanization, on the other hand, to become a large migrant population urbanization actively the low cost of living area and buffer zone. The absence of the government public goods and services in the early stage, when the government intervention in urban village governance would fill with dilemma in recent years. In this paper, Shenzhen, for example, analyzes the formation of the plight of the people, property, organizational and institutional factors, and presents suggestions of a multi-center complex governance model.
