随着经济发展和快速城镇化的推进，交通拥挤已经成为制约我国各大城市发展的主要问题之一。如何解决交通拥挤，改善城市交通状况已成为当前城市发展探索性研究的重点课题。本文以在新加坡成功实践的交通需求管理（T D M）策略——电子道路收费管理系统（E R P）为例，归纳总结了其发展背景、主要特征、实施前提、实施过程与实施效果评价，并提出了其对我国交通改善和城市健康发展的借鉴与启示。 - 关键词：
交通拥挤；交通需求管理；区域准入计划；电子道路收费系统；新加坡； - Abstract: With the development of economy and rapid promotion of urbanization, traffic congestion has become one of the major problems to restrict the development of large cities in our country. How to solve the traffic congestion has become one of the key topics of the current urban development exploratory study. This paper introduces the development background situation, main characteristics, implementation premise, process and effect of Singapore Electronic Road Pricing (ERP), which is a successful practice of TDM strategy. Finally it puts forward reference and inspiration of the Singapore ERP system to China`s traffic improvement and urban development.
