本文以马鞍山市博望镇村庄布点调整为实例，以问卷、访谈、座谈等方法调查公众意愿，通过研究发现：各主体之间存在多样化利益诉求的矛盾，以政府、部门、农民与开发机构为主的四类利益主体围绕土地流转成本与收益展开博弈。农地产权缺失、征地程序缺陷、政府与开发机构联盟以及农民维权意识与能力薄弱是导致农民利益受损的主要原因，利益非均衡博弈是导致村庄布局调整遭遇实践阻力的根本原因。最后针对如何实现利益有效协调提出相关建议。 - 关键词：
村庄布点；多元利益；博弈； - Abstract: This paper takes the village layout adjustment of Bowang town in Ma'anshan city as an example, finding the objective existence of diverse interests contradictions among the subjects by a public inquiry through questionnaire, interview, discussion and other research methods. There are four basic subjects of interest——government, departments, farmers and development institutions that start a heated game around the cost and income of land transfer. The loss of land property, the drawback of land expropriation procedures, collaboration of government with development agencies and farmers' weak consciousness and ability are the main reasons which lead to that the interests of farmers is always affected. Non equilibrium interests game is the root cause in practical resistance of the village layout adjustment. Finally, it puts forward several constructive suggestions aimed at how to coordinate the interests effectively.
