中国的雨洪灾害呈现受灾面积广、灾害损失大、灾害频繁化等现状及趋势。其原因在于各城市防洪标准普遍偏低，排水设施存在刚性缺口，水资源危机与雨洪资源利用不善同时存在。另外，雨洪管理理念技术落后、法规体制不健全等现实与智慧城市的弹性发展目标相悖。结论是在高速城市化背景下，应借鉴国内外先进经验，通过防患型、技术型、自然型、资源型及法制型五个维度建立适应中国特色的综合型雨洪管理行动计划。 - 关键词：
雨洪管理；问题；行动计划； - Abstract: The storm and flood hazards in Chinese cities are characterized by broader disaster area, much severity and high frequency. This paper analyses the reasons of the frequent disaster as below: low floodcontrol-standard, drainage problems, crisis of water resources, insufficient utilization of the rain flood resource, rain flood management problems, antiquated laws and maladministration, which conflict with wisdom city and resilient development. The conclusion is combined with five aspects such as effective preventive measures, high-end technology, natural conservation, water resource recycling and law guarantee etc. which can construct the framework of the rain flood management action in China under the high speed of urbanization.
