新型城镇化是党的十八大提出的重大国家战略，土地是经济社会发展的基本要素。本文在阐释新型城镇化内涵的基础上，揭示了土地在推进城镇化过程中的作用与影响。进而从理论和实践两个角度，分析了农村土地政策改革作为实现新型城镇化的一种工具的必然性和有效性。最后，总结了当前农村土地政策改革的启示并讨论了其未来走向。 - 关键词：
新型城镇化；农村土地政策；改革试验； - Abstract: New-type urbanization is a great national strategy put forward by the 18th CPC National Congress. And land is the basic element of economic and social development. On the basis of explaining new-type urbanization’s connotations, this paper reveals the function and the problems of land during urbanization. And then it analyzes the inevitability and effectiveness of rural land policies reform as a tool to facilitate new-type urbanization in the perspective of theory and practice. Finally, this paper gives a conclusion about implications for rural land policies reform and its prospect.
