城市公共空间是一种独特的公共产品。其安全性品质对于城市生活至关重要，涉及“物”、“场”、“人”及其相互关系的安全。开放性公共空间的人群涌现便是这一领域的重要命题，但是这一命题未被充分认知。与之相关的因素有三个方面：第一是前期物质环境的安全性设计，第二是后期公共管理机制的科学性制定，第三是公众自身素质的健全与自我保护意识的正确树立。目前我国对于三个方面的社会认知、研究与建设存在薄弱之处。通过考察调研与文献研究，从公共空间的社会机制与物质环境两个方面探讨其中的动因与对策，一方面分析了人群在公共空间涌现的预警机制及其应对策略，另一方面剖析了公共空间的物质环境系统存在的设计建设管理问题及其相应建议。本文的价值在于，指出了公共空间人群涌现这一新命题的特点，并提出了精细化预警、常态化预防、专项审查以及多样化空间网络构建的相关建议，旨在推进平安城市、智慧城市和文化城市的建设。 - 关键词：
公共空间；涌现；安全；机制； - Abstract: Although several regulations and rules have been made to avoid this kind of tragedy, the crowd incident still occurred in public spaces. What are the causes? This paper tries to explore the problems through investigation and situational analysis in two ways, social mechanism of management and physical equality of built environment. Furthermore, the author puts forward the mechanism with three strategies to avoid the tragedy's happening again, fine early warning based on advanced technology, safety design with strict examination and diverse spatial networks with high connection, which might contribute to the construction of a safe, intelligent and cultural charming city.
